How to remove glue/adhesive?

The previous owners glued the baseboards to the walls instead of using nails. How do I remove the glue so I can paint the walls and put on new baseboards? It's either carpenters glue or carpenters adhesive.
It's not an actual baseboard they used it's a tounge and groove board and I to replace it with a traditional baseboard. My house used to be a rental property and every thing is done half a** and pieced together. They also used the trim from around a old door as crown molding.
The wall is cement not wood. The house is 107 years old.

Its probably wood adhesive. Use a scraper. The new baseboard should hide the marks, if it doesn't you'll have to fill and patch before you paint.
