what eye shadow color or liner color should i use for blue eyes?

i have blue eyes that are not deep blue but not quite baby blue, some where in the middle. i am getting new eye shadow and want to know what color would look best. i also like colored eye liner but done know what color would work.
i have light brown hair and pretty fair skin

a black liner would make your eyes stand out a lot but for a softer look you can use brown. as far as eye shadows you can use anything as long as you blend with another shade. putting the same color over the entire lid doesnt look nice, especially if its bold colors. to softern the look of eye shadows blend with MAC brush #224, but you can always find a similar type for cheaper anywhere just make sure its a blending brush and it looks like that one.
