How do i apply eyeliner correctly? i wear black eye-liner. and i would like to apply it to the top lid and the bottom. thanks
And i use the pencil eye-liner. i cant use the liquid

There is no "correctly" besides what will look best on you. Beware, putting it on the bottom might not look great!

If you want to know how to keep it on for a long time, try a primer like Urban Decay primer potion or a sealant like Shelaq by Benefit. They cannot be used on the waterline though. Don't forget to use a thin brush, it's easier to control than pencils.
