When i put on blue metalic eyeliner can i put it on the bottom too?
I don't want to look like a freak with blue metallic eyeliner on the top and bottom of my eye...so do I just put brown or black on the bottom? I've seen celebrities do it on top and bottom but of course they have a professional do it.
Really, you are the best judge - try it and see if you think it looks good! 
If you look at celebrity make-up you will see that what they do, especially with the under eye line is to:
a) first 'line' with a powder shadow. That might be in a neutral colour, such as brown or grey,
then
b) put the blue metallic over the top of that
that will help keep the whole look together
