i want to know if a normal bare minerals shadow can be used a liner or if only the liner shadows can

nope, all shadows can be used as liners. even pressed shadows. you can use a mix n medium or just water (i use mac fix +) and then if you don't want to ruin your pressed shadow just swipe your brush and then wet it. with loose shadows you can use it wet first
